Neither the DevIL Reference Guide nor the Manual (1.1.5) addresses 16-bit related issues. I guess the devil is in the DevIL details. Sorry I'm not a programmer, but I can offer to help by testing / experimenting.

Thanks Neil.Oh - and the BAT option remains grayed out too.uh... one slight issue seems to have happened - I can't save my maps!
EDIT: If I open an existing project, the BAT and ALL options are grayed out
If I select one map, I can then save it individually, which then allows exporting of …That did the trick! I was able to open without issue the (formerly troubled) ShaderMap projects which contain a locked 16-bit map.

After unwrapping and another export, the .fbx looks okay in How to Add Object From Blender Comment by Kelly May 2013In the first test, the results of which are shown above, (eye hook study) the mesh had a subsurf applied to it and some of the edges marked as seams.
In the second test, (Suzanne) the mesh had only a subsurf and in the third test, (cube)…
