Can User Define Global Defaults?
The Save Map to File dialog allows users to set each map individually in the format that it is to be saved in and similarly an individual map's format can be defined through the Options and Settings, SAVE FORMATS dialog.
It appears that the default save format is TGA 8 RGBA. Is there a provision in ShaderMap for the user to unilaterally define the default format or must they define one map at a time?

Not currently. This could easily be added as an alternative to setting map formats individually in the Options and Settings and is already on my list of features to add to SM2.
